Groups of Children: U.S. and Canadian citizen children under age 19 arriving by land or sea from contiguous territory and traveling with a sports team, may also present an original or copy of his or her birth certificate, a Consular Report of Birth Abroad, a Naturalization Certificate, or a Canadian Citizenship Card.
All other persons, regardless of age, will need proper documents (i.e. valid passports and depending on country of citizenship possibly a visa).
Customs and Border Protection (CBP) strongly recommends that unless the child is accompanied by both parents, the adult have a note from the child’s parents stating “I acknowledge that my wife/husband/etc. is traveling out of the country with my son/daughter/group. He/She/They has/have my permission to do so.”
